Playing online from Cancun: who operates these sites and which ones have a room here

How you tell a licensed site from any other: one PDF

The document is called «Páginas web autorizadas» and the gaming directorate publishes it itself. It is not a list of casinos but of internet addresses a Mexican permit holder is authorised to run. The August 2026 edition has 137 entries: 86 «Operando», 22 temporarily withdrawn, 13 with no operations, 11 suspended and four in process. Fewer than two thirds are live, and that gap is the first filter anyone can apply for free.

The register also names who stands behind each domain: a permisionaria, the company holding the Interior Ministry permit, and an operadora, the company running the site. Online play is not a separate licence here — it lives inside a land-based permit as a «remote betting centre», so a foreign operator can only enter through a Mexican permit holder. When that permit holder is also behind a room in this state, the relationship stops being a marketing line and becomes a document.

The clearest link in the state: Jubilee

Jubilee Casino Cancún stands on Avenida Tulum downtown and is the most-reviewed room in Quintana Roo: 4.2 out of 5 from 3,592 Google reviews, open 24 hours, with 671 machines and 22 live tables. Its site footer publishes SEGOB permit 4117, and in the directorate's permit list that number belongs to Atracciones y Emociones Vallarta — the permit holder for jubilee.mx and strendus.com.mx above.

The same name turns up from the other side: the «Jubilee Casino Online» app on Google Play is published by New Ads SA de CV, the operator the register names for jubilee.mx, and the room tells sports bettors to place predictions «via OTC terminal or Strendus». Three sources, one relationship — and the room they point to is the one whose old name is explained on the Dubai Palace page.

The other groups that have a room here

Codere: four rooms, one domain

Codere is the only group with a ring of venues inside the state: Codere Paseo Cancún, Casino By Yak in Plaza Las Américas, Jackpot in Playa del Carmen and Yak in Chetumal. Its domain sits at entry 51 under Libros Foráneos, S.A. de C.V., which appears with SEGOB permit 2768 in the footer of the chain's venue site. Its app publishes a different set of permit numbers; both sets come from the company itself, and we do not merge them, because which one covers Cancun is not published.

Winpot: the fullest legal statement in the sector

Its room in the state is Winpot Playa del Carmen, 4.0 from 1,452 reviews. The footer of winpot.mx states that the domain «is exploited by Winpot Online América S.A. de C.V., operator of Pur Umazal Tov, S.A. de C.V. under permit DGJS/DGAFJ/DCRCA/P-08/2014», plus four later authorisations — matching the register line for line. Two independent sources, one fact.

Caliente: huge audience, doubtful local room

caliente.mx is authorised and operating, and its terms say the site is run by «Tecnología en Entretenimiento Caliplay, S.A.P.I. de C.V. … authorised and regulated by the Interior Ministry (SEGOB DGG/SP/404/97)». In the register the permit holder for that domain is Impulsora Géminis: two cuts through one structure, and joining them would be invention. The Caliente point in Cancun has 2.0 out of 5 from two reviews and an unclaimed listing — we mark it doubtful and do not present it as an open room.

Palace: the room exists, the online casino does not

The most repeated error in the lists that circulate. Palace Bingo & Sport Bets Cancún exists and publishes its permit. But of the three domains authorised to its permit holder, two did not respond and the third, juegalabolita.com, is an online lottery. There is no Palace online casino, and the group's poker site is not one either: it manages the live poker room, not internet tables.

The one difference that actually matters: demo mode

Almost everything else is the same on both sides — 18 either way, pesos only under article 10 of the regulation, no credit to the player under article 11, identity checks before you are paid. The real difference is this: in a Cancun gaming room there is no demo mode at all. To watch a reel spin you have to load money onto a house card at the cage; the only free thing on the floor is a promotional credit for loyalty members.

Online it exists, though less widely than the advertising suggests. Of the operators with a room in this state, the only one where we could open a game in free mode without registering was Strendus, in the Logrand family. We could not confirm a demo at Winpot, Codere or Caliente — and at Winpot the «Juega Gratis» menu item is not a free slot but a sports free bet.

What a visitor can and cannot do

While you are physically in Mexico, none of the rules we checked stops a foreigner playing on a licensed site: the restrictions attach to where you connect from and to residence for promotions, not to nationality. The problems start on the way out:

• Deposits are easy. Cards, bank transfer, OXXO cash, Mercado Pago, and on the Logrand platforms a deposit made at the cage of the room itself. Published minimums: 80 pesos at Winpot, 200 at Codere, pesos only.
• Withdrawals are not. They go by bank transfer to an 18-digit Mexican account number, which a tourist does not have. No operator publishes an alternative.
• Verification before the first payout. One operator asks for official ID, a utility bill under three months old and a Mexican tax number — again, something a visitor lacks.
• Cash in a shop only works one way. «It is not possible to use OXXO for casino withdrawals», in that operator's words. On payout times, the only operator with a room here that publishes one is Strendus: «within a maximum of 48 business hours».
• Welcome offers may not be for you. Winpot limits its registration offer to «residents of Mexico exclusively». We found no such clause at Codere or Caliente — but that is «we did not find it», not «it is not there».
• One point where the screen beats the floor: Winpot has self-exclusion in the account area, and Mexico has no national self-exclusion register at all.
• What we could not check: whether a foreign card is accepted for a deposit, and whether Codere or Caliente have a demo. Their internal pages did not open to us, and not finding something is not the same as it not existing.
• Flying home can end the account. Caliente's terms state that using the site from inside the United States and its territories is «strictly prohibited» and that no winnings will be paid, and reserve the right to close the account. That is their contract wording, not our warning.

How to read an offer without being fooled by the headline

An amount on its own means nothing. The Winpot registration offer as published on 10 September 2026, in full: 300 pesos with no deposit plus a match on the first deposit up to 10,000; minimum deposit 80; wagering 20 times bonus plus deposit within seven days; maximum win capped at 5,000 pesos if you deposit under 500 and 20,000 above that; and the bonus itself «is not withdrawable» even once wagering is met.
