Why almost no all-inclusive resort in Cancun has a casino
Out of roughly two hundred hotels in Cancun and the strip around it, two have a casino inside: Red Casino at the Grand Oasis, whose status the sources disagree about, and Casino del Mar at the Royalton, which opened in December 2025 and is not in Cancun at all. Every other resort has no gaming floor, and it is not a choice the hotel made. A Mexican gaming permit is granted to one establishment at one address, cannot be sold or transferred, and since a decree of 16 November 2023 no new ones of this kind are issued.

That list is not an impression. A sweep of the Google Maps category «casino» centred on kilometre 16 of Kukulcán Boulevard returned 21 businesses and not one filed as a casino: hotels, a cabaret, a plaza, a golf club, escape rooms.
The two exceptions, and the fine print on each
The permit belongs to an establishment, not to a hotel
Gaming in Mexico is reserved to the federal government: the Interior Ministry, through its Gaming and Raffles directorate, is the only body that can authorise a casino. And the permit has a very specific shape — under article 20 of the regulation, in its 16 November 2023 wording, it is granted «only in relation to one event or establishment», and adds that under no circumstances may several establishments operate under one permit.

The 2023 decree, or why no new room is opening
The second piece is recent, and it is why the Hotel Zone will not get a casino any time soon. Three dates, not to be mixed up:
- 23 October 2013. Article 12 of the regulation banned slot machines «in any of their forms» and the same reform opened a side door: raffles of numbers or symbols conducted through machines. Practically every machine floor in the country came through it.
- 16 November 2023. A decree in the official gazette closed the door, and stated that betting games with cards, dice, roulette and slot machines cannot be interpreted as raffles. Since then no new permits of that kind are issued.
- 2025 and 2026. No further prohibition was passed, whatever you may have read. The announced overhaul of the 1947 act is still, in September 2026, a draft that has not reached Congress.
The decree did not shut the rooms already operating: its second transitional article respects existing permits but caps them at «fifteen years, non-extendable» from publication. Translated into a date, the legal horizon for machine floors in Mexico is 16 November 2038. For a hotel that wanted to open a casino today the summary is short: there is no new permit to apply for, and article 20 forbids operating under somebody else's.
One more layer sits underneath. The municipality issues no gaming permits, but it charges a monthly fee per machine — 3.5 UMA in a casino against 3 UMA in a children's entertainment venue, about 410.59 against 351.93 pesos at the 2026 rate — and it can padlock a door. In February 2018 municipal inspectors closed the Red Casino inside the Grand Oasis over unpaid permits and fees. It operated again afterwards, which is part of why its status is so hard to pin down today.
Your wristband does not work in any casino
This is the consequence people search for most, and both operators put it in writing. The Royalton says its casino operates at an additional charge and is not included in the all-inclusive rate. The Grand Oasis marks its casino line with an asterisk whose legend reads «Extra cost», alongside the spa and the tobacco shop.
Behind that are two articles that make anything else impossible. Article 10: betting and raffle operations «must be carried out in national currency» — so stakes and payouts are in pesos, and a US bill does not play at a Mexican table. Article 11: permit holders «may not extend credit, directly or indirectly, to bettors». An all-inclusive wristband is hotel credit. That is not a resort being stingy; it is the shape of the licence.
So: change money before you go in, and do not count on charging anything to the room. On whether drinks are free for players, the sources contradict each other and none is the operator, so we are not picking one.
What the resorts do have, and why it feeds the myth
The contrast is almost too neat: Cancun resorts give away gambling-shaped entertainment with no wager and offer none with one. Moon Palace runs «Wired», included in the all-inclusive; Crown Paradise has a «Game Room»; The Grand has a «Playroom». A guest walks past a dark room of lit-up machines, free, inside their own hotel, and tells the story at home as the casino at the resort. The other half of the myth is advertising: the Grand Oasis has spent years selling itself as the only casino in the Hotel Zone — accurate about one property, and in retelling it becomes «Cancun hotels have casinos».
That is roughly 1,900 searches a month from the United States alone. Google knows it is the central question: the «people also ask» box on the main city query consists entirely of hotel questions.
If the plan was the casino at the hotel, the shortest replacement from the beach strip is Macao at kilometre 12.5, open until 4 a.m. One thing worth knowing first: a Cancun gaming floor has no demo mode of any kind — you load cash onto a house card at the cage — while a licensed operator's site opens its catalogue in free mode before any deposit, as set out in playing online from Cancun.

Which Cancun resorts have a casino?
In Cancun itself, one ever did: the Grand Oasis at kilometre 16.5, with Red Casino — the hotel and the federal list say it operates, its Google listing says permanently closed. The other is Casino del Mar at the Royalton, in Puerto Morelos. Hard Rock, Moon Palace, Riu, Crown Paradise and Planet Hollywood have none.
Does the Hard Rock Hotel Cancun have a casino?
No. The hotel's own site lists no gaming floor, and where the chain does operate one it says so in the property name, as with Hard Rock Hotel & Casino Punta Cana. From kilometre 14.5 the nearest casino is Macao, at kilometre 12.5, about two kilometres away.
Is there an all-inclusive resort in Cancun where the casino is included?
No, and there cannot be. Article 10 of the regulation requires betting operations to be carried out in pesos, and article 11 forbids a permit holder from extending credit to bettors. No. Moon Palace has «Wired», a game centre included in the all-inclusive rate: arcade machines, no wagering, no cash payouts. That arcade is a large part of why guests come home convinced their resort had a casino.
Why does the hotel advertise a casino that Google says is closed?
That is the Grand Oasis, and we do not know. What is verifiable: its commercial site answers «yes», the October 2025 federal list includes «Red Casino Oasis Cancún», the chain's corporate entertainment page mentions no casino, and the Google listing is marked permanently closed.
