What actually fits in a port call

One nuance makes the rest of this verifiable. A permit in the name of «Casino Cozumel» does appear in the federal list of authorised establishments for October 2025. What does not exist, according to every source we could check, is an open room to walk into. A permit and a casino are not the same object, and this page is about the second one.

Jackpot Cozumel is worth one more sentence, because of where it stood: the Royal Village shopping centre, effectively across the road from the Puerta Maya cruise pier. Inside were a handful of machines, a sportsbook, a couple of blackjack tables, one roulette wheel and a poker table that reviewers describe as barely used. It sat at the single highest-footfall point on the island and it closed anyway. No source publishes the date.

Your ship's casino is shut, and that is a rule rather than a schedule

This is the fact most cruise passengers are actually looking for, so here it is plainly. A cruise-ship casino is closed and sealed while the ship is in port. It does not open «once we are ready to sail» — it opens after the vessel is outside territorial waters, which is why the day you spend in Cozumel is precisely the day you cannot play on board.

• Industry guidance is consistent: shipboard casinos are required to stay closed in port so as not to compete with local businesses.
• The threshold is international waters. Trade guides quote a range of 3 to 12 nautical miles depending on the jurisdiction, with 12 the usual figure.
• Beyond that line the ship follows the law of its flag state rather than the law of the coast it is sitting off. That is the whole legal basis of a casino at sea.
• One major line's own website puts the practical version in a single clause: the casino can stay open until the ship is about to arrive in port.

The one real option: the ferry to Playa del Carmen

The strait is about 18 to 19 km (11 to 12 mi) wide. Two operators, Ultramar and Winjet, run it, with departures roughly every half hour; secondary sources put the crossing at 35 to 45 minutes, and the ferry companies themselves do not publish a duration. Ultramar asks passengers to be at the terminal 30 minutes before departure, which is part of your time budget, not an optional courtesy.

The piers are easy: Terminal Marítima San Miguel on Avenida Rafael Melgar in Cozumel, and the Terminal Marítima in Playa del Carmen beside Parque Los Fundadores, at the foot of Quinta Avenida. If your ship berthed at Punta Langosta you are already in the town centre; from Puerta Maya or the International terminal, both about 4 km (2.5 mi) south, add a taxi at each end of the island leg.

What is at the other end, and how far

The walkable one is Riviera Grand, and it comes with a caveat we are obliged to give you: the room has no website of its own, only social media, and Google marks it closed against its posted schedule often enough that the hours are worth a phone call. The larger room, Winpot, is in a mall in the new civic centre, away from the beach strip — a taxi, not a walk.

Do the arithmetic before you buy the ticket

1. Write down your boarding time — Not the sailing time — the all-aboard time on your daily programme. Everything below counts backwards from it.
2. Subtract the return crossing — 35 to 45 minutes at sea, plus the 30 minutes the operator asks you to arrive before departure, plus whatever wait falls between the half-hourly sailings.
3. Subtract the island leg — Zero if you docked at Punta Langosta. A taxi each way if you docked at Puerta Maya or the International terminal, 4 km (2.5 mi) out of town.
4. Subtract the outbound crossing on the same terms — Same 35 to 45 minutes, same 30-minute check-in, same waiting.
5. What is left is your time ashore in Playa — If that number is under two hours, the trip is a ferry ride with a look at a door. If it is negative, you already have your answer.

And Cancun?

No. From the Playa ferry pier, Casino Macao is 61.3 km (38 mi) away and Jubilee 65.1 km (40 mi) — an hour or more each way on top of the crossing, in a city where the last leg of the trip is a taxi with no meter. A Cozumel call is not enough day for it. If Cancun is where you are actually staying, start from getting to a Cancun casino without a car instead.

One more word on the Hard Rock myth, since Google itself suggests it for this island. Both Hard Rock businesses in Cozumel are shops, and one stands in the same Royal Village complex where Jackpot used to be. Visitors see the sign beside a former casino and fill in the rest.

The plain version, then. Ashore in Cozumel there is nothing to play; on board there is nothing to play until you sail; and the ferry to Playa is worth it only from an early, long call. What is different about a licensed Mexican gaming site is not that it pays better — nobody can promise that — but that the catalogue opens in free mode before any money moves, which no physical floor in this state offers.
